The ROA STARS Foundation, is a 501(c)3 non-profit organization, that supports the work of the Reserve Officers Association of the United States to enhance the security of the nation by sustaining a strong Reserve force and supporting the citizen warriors and their families who volunteer to serve and sacrifice for our country in training, on the battlefield, in the workplace and at home. America’s Reserve Components are a magnificent national resource; our nation depends on their capabilities as never before. Only ROA (DBA: Reserve Organization of America), supported by the STARs Foundation, focuses exclusively and solely on our nation’s Reserve force. Your support of the STARs Foundation will give ROA the resources to support America’s Reservists and members of the Guard, their families, and veterans of the Reserves.

Henry J. Reilly Scholarships

Henry J. Reilly Scholarships are awarded for vocational, undergraduate, and graduate studies on a competitive basis of academics, leadership and service, and potential for contribution to society.

They are funded within ROA’s STARs Foundation, a 501(c)3 non-profit organization. STARs supports the work of the ROA to enhance the security of the nation by sustaining a strong Reserve force and supporting citizen-warriors and their families who serve our country so faithfully.

Scholarship applicants must be members of ROA or direct family members. Brigadier General Henry J. Reilly was ROA’s first president; an artillery officer, he commanded an infantry brigade in the 42nd “Rainbow” Infantry Division in World War I. He helped General John “Black Jack” Pershing found the Reserve Officers Association of the United States in 1922, to support a strong national defense in response to precipitous post-war reductions in the military.

After military service, General Reilly was a journalist, historian, and lifelong proponent of education. ROA, whose membership is open to all ranks, received its congressional charter in 1950 and is the only national organization with an exclusive focus on support of the nation’s uniformed reserve components: the National Guard, Army Reserve, Navy Reserve, Marine Corps Reserve, Air Force Reserve, Coast Guard Reserve; and the reserve components of the U.S. Public Health Service and the National Oceanic and Atmospheric Administration.

Reilly Memorial Library and Scholarship Fund is a 501(c)3 charitable organization (EIN 52-6056998) funded by donations, which can be mailed to ROA Headquarters at 1 Constitution Avenue NE, Washington, DC 20002, or made online at https://roa.site-ym.com/donations/. ROTC Program

Awards and Certificates

The purpose of ROA’s award program is to provide tangible recognition for exceptional service or

achievement. Awards and citations are symbols of acknowledgement that may be presented by ROA

National President, Executive Director, Committees, Departments, and Chapters to individual ROA

members, Departments, Chapters, Reserve units, other deserving persons, or organizations that have

rendered outstanding service to national security or who have otherwise contributed to the promotion

of ROA aims and objectives. The Department ROTC Committee Chairman is LTC Mike Moose. As Chairman, he is responsible for liaison with Senior ROTC Detachments, Commanders and Members, and for coordination of medals and awards provided to such Detachments. JROTC : Junior Reserve Officer Training Corps Top ▲

Department JROTC Awards Program

LTC Mike Moose is Chairman of the Department JROTC Program. An ROA JROTC award was presented by NC ROA Department member USCG PO2 Cornell C. Richards III to Cadet LTC Jakayla Alston and Cadet Major Daniela Vasquez. The awards ceremony took place on 19 May 23 at Hillside High School, Durham, NC. 1SG Matthews represented the Army JROTC cadre.
